One of the interesting things about QGIS is the number of plugins available, created by users from the developer community.
A plugin called "Table Manager" does what even ArcGIS cannot do: rename fields in shapefiles and change the order in which they appear in the table.
This simple plugin makes life much easier for those who need to edit the data schema of shapefiles.

Installing is easy; go to Plugins > Python Plugins, and search for "Table Manager."
Select and install it. After installation, you will find the tool in the Vector menu.
